Qualification:
------------

157 teams from the 55 UEFA member countries qualify for the competition.
The countries are ranked according to their performance in the UEFA Champions League and the UEFA Europa League in the 5 seasons from 2011/2012 to 2015/2016 and an UEFA Country Ranking is compiled.
- the countries, placed 1st-51st in the UEFA Country ranking, enter 3 teams each in the competition;
- the countries, placed 52nd-54th in the UEFA Country ranking, enter 2 teams each in the competition;
- the country, placed 55th in the UEFA Country ranking, enters 1 team in the competition.
- Liechtenstein enters only one team, the FL1 Active Cup winner, as it doesn't have its own domestic championship.

England has one less team in the competition (down to 2) due to Manchester United entering the UEFA Champions League as a 5th representative for Spain.

The participating teams are ranked according to their performance in the UEFA Champions League and the UEFA Europa League in the 5 seasons from 2012/2013 to 2016/2017 and an UEFA Team Ranking is compiled.

1 team each from the countries, placed 10th-17th and 19th-26th in the UEFA Country Ranking enter the competition directly at the 2nd Qualifying Round.
1 team each from the countries, placed 2nd-4th, 10th-13th and 16th-18th in the UEFA Country Ranking enter the competition directly at the 3rd Qualifying Round.
2 teams each from the countries, placed 5th-9th and 14th-15th in the UEFA Country Ranking enter the competition directly at the 3rd Qualifying Round.
2 teams each from the countries, placed 1st-4th in the UEFA Country Ranking enter the competition directly at the Group stage.
1 team each from the countries, placed 1st and 5th-13th in the UEFA Country Ranking enter the competition directly at the Group stage.


Qualifying stage:

1st Qualifying Round:
100 teams are drawn into 50 pairs.
Teams are seeded into 2 pots, as follows:
Pot 1: the 50 teams with the better UEFA Team Ranking;
Pot 2: the other 50 teams.
Teams from Pot 1 are drawn against teams from Pot 2.
Teams from the same country cannot be drawn against each other.
Teams can also additionally be distributed within geographical sub-pots, with equal numbers of teams from Pot 1 and Pot 2 in each.
Winners are decided over two legs.
Hosting is determined by the draw.

2nd Qualifying Round:
50 teams from the 1st Qualifying Round and the 16 teams that enter the competition at this stage are drawn into 33 pairs.
Teams are seeded into 2 pots, as follows:
Pot 1: the 33 teams with the better UEFA Team Ranking;
Pot 2: the other 33 teams.
Teams from Pot 1 are drawn against teams from Pot 2.
Teams from the same country cannot be drawn against each other.
Since the draw is conducted before the end of the 1st Qualifying Round, the coefficient of the team with the higher UEFA Team Ranking of the two teams, involved in each of the ties from the 1st Qualifying Round, is used for determining the seeded teams in the draw.
Teams can also additionally be distributed within geographical sub-pots, with equal numbers of teams from Pot 1 and Pot 2 in each.
Winners are decided over two legs.

3rd Qualifying Round:
33 teams from the 2nd Qualifying Round and the 25 teams that enter the competition at this stage are drawn into 29 pairs.
Teams are seeded into 2 pots, as follows:
Pot 1: the 29 teams with the better UEFA Team Ranking;
Pot 2: the other 29 teams.
Teams from Pot 1 are drawn against teams from Pot 2.
Teams from the same country cannot be drawn against each other.

Teams from Pot 1 are drawn against teams from Pot 2.
Teams from the same country cannot be drawn against each other.
Teams can also additionally be distributed within geographical sub-pots, with equal numbers of teams from Pot 1 and Pot 2 in each.
Winners are decided over two legs.

Tie-breakers for the knockout matches:
1. aggregate score from the two legs, 2. away goals, 3. extra time, 4. penalties.

Group stage:
------------

Format:
22 teams from the Qualifying stage, the 16 teams that enter the competition at this stage and 10 losers from the Champions League Play-offs are drawn into 12 groups of 4 teams each (Groups A-L).
Teams are seeded into 4 pots, as follows:
Pot 1: the 12 teams with the best UEFA Team Ranking;
Pot 2: the next best 12 teams in the UEFA Team Ranking;
Pot 3: the next best 12 teams in the UEFA Team Ranking;
Pot 4: the 12 teams with the worst UEFA Team Ranking.
Each group consists of one team from each of the four pots.
Teams from the same country cannot be drawn into the same group.
Each team plays the others from its own group twice - home and away - for a total of 6 games each, over 6 game weeks.

Scoring points:
3 points for a win, 1 point for a draw, 0 points for a loss.

Table order:
1. points won; 2. points in head-to-head matches; 3. goal difference in hth matches; 4. goals scored in hth matches; 5. away goals in hth matches; 6. total goal difference; 7. total goals scored; 8. better UEFA Team Ranking.

Qualification for the Knockout stage:
1-2 place of each group: qualify for the Knockout stage


Knockout stage:
------------

Format:
24 teams from the Group stage and 8 3rd placed teams from the UEFA Champions League Group stage contest the UEFA Europa League winner in a knockout format.

16th Finals:
32 teams are drawn into 16 pairs.
Teams are seeded into 2 pots, as follows:
Pot 1: the 12 group winners and the 4 3rd placed teams from the UEFA Champions League Group stage with the best record;
Pot 2: the 16 other teams.
Teams from the same country cannot be drawn against each other.
Teams from the same group cannot be drawn against each other.
Winners are decided over two legs.
Pot 1 teams host the second legs.

8th Finals:
16 teams are drawn into 8 pairs.
Winners are decided over two legs.
Hosting is determined by the draw.

Quarter-finals:
8 teams are drawn into 4 pairs.
Winners are decided over two legs.
Hosting is determined by the draw.

Semi-finals:
4 teams are drawn into 2 pairs.
Winners are decided over two legs.
Hosting is determined by the draw.

Tie-breakers for the knockout matches over two legs:
1. aggregate score from the two legs, 2. away goals, 3. extra time, 4. penalties.

Final:
The two Semi-finals winners meet each other with the winner becoming UEFA Europa League winner.
Winner is decided over one leg, with extra time and penalties if score is level after regular time.
The match is played at a neutral venue.
